El capítulo analiza las ordenanzas promulgadas por Felipe II en 1573 respecto al descubrimiento y colonización en las Indias. Destaca la importancia de seleccionar territorios adecuados para el asentamiento, considerando factores como la salud de la región, la fertilidad de la tierra y el respeto hacia las comunidades indígenas.
